About Us

John A. Penney Company, Inc. is an Electrical Construction and Engineering firm with a home office in Cambridge that serves the greater Boston Area with both maintenance and construction capabilities. The customers served are primarily private commercial companies and institutional organizations. We have been in operation continuously since 1973 and under the present ownership since 1988. In that time, we have become a signatory IBEW Local 103 contractor as well as a NECA member.

Over the last two decades, the John A. Penney Company has performed between 40 and 85 million dollars of work per year. This work has been accomplished with an office and field staff of 150-350 employees. Eighty percent of our work is with repeat customers and performed with a select group of General Contractors and Construction Managers, because meeting our clients needs is our priority.

The principles of the John A. Penney Company are John A. Penney, Founder and Chairman; George S. Scharfe, President and Chief Financial Officer; and Alan C. Scharfe, Executive Vice President in charge of Engineering and Operations.


Quality

John A. Penney Co., Inc. is committed to quality. Our customers rely on our expertise in electrical design and construction to provide them with safe, reliable and efficient power, lighting control and communication systems. We make every effort to be deserving of our customer's trust and high expectations. All of our employees understand John A. Penney's focus and commitment to quality.

It is our general practice that our Project Foreman are the individuals responsible to uphold our high commitment to quality. It is their responsibility that the equipment, materials and installation methods meet the requirements as outlined in specifications. These Project Foreman ensure that their project is built according to specifications and that the products provided meet submittal requirements. If there are any deviations, the non-conformance will be documented and followed up with the appropriate corrective measures.

When necessary, John A. Penney Co., Inc. will assign a Designated Responsible Individual (DRI) other than the Foreman who will have the responsibility to meet the quality assurance requirements. The DRI will review submittals, check specification compliance, monitor installations, and provide feedback prior to those installations. Additionally, they will document and report anything that is deemed non conformant and oversee its correction.

John A. Penney Co., Inc. will actively participate with a Quality team to assure all quality objectives are met. Our Project Foreman or DRI will create an atmosphere that will allow a project wide commitment to quality flourish, through cooperation, communication, and planning.

The definition of Substantial Completion of a project in our view is that a building is available for Beneficial Occupancy and the only construction activity is for items that were defined or modified too late in the process to be completed with the rest of the work.

We are enrolled in the Construct Secure safety assessment system. Our safety program is first introduced through our New Hire orientation program for new employees. The major components of our corporate safety program include Fall Protection, Hazardous Material Communication, Lockout/Tagout, Live Electrical safety, Hearing Protection, Respiratory Protection, and Confined Space.

Communication and awareness are vital components of our accident prevention program. On a project by project basis, we provide a written "Site Specific Safety Plan" which outlines the major scope of the project and the potential hazards which will require detailed Pre-Task Plans. We believe that pre-task planning allows us to reduce or eliminate unsafe conditions, respond to employee concerns, and discuss specific safety topics.

Throughout the course of a project we provide relevant safety information to the General Contractor and other Subcontractors. With cooperation, communication, and planning we feel that we can contribute to an incident free workplace for the duration of any project.

Building Information Modeling

Since 2005, the John A. Penney Company, Inc. has utilized programs such as the Autocad MEP Suite (Previously Autodesk Building Systems) and Navisworks to employ the benefits of BIM in our projects. These software packages have been utilized in full 3D to facilitate the layout of the electrical system in coordination with other MEP trades and the architectural elements of a project. The value of this modeling system is exemplified in the accurate design and layout of complex electrical equipment that meets project requirements, building and electrical codes, while providing manufacturers with accurate, buildable layouts which reduces expensive fittings and time consuming field measurements From procurement, to planning, to coordination and maintenance, BIM is a vital part of our process.

To accomplish these modeling tasks we have both in house and mobile workstations to allow for work to be performed on site when necessary. We presently employ a staff of both senior designers and fulltime in house designers. In addition, many of our field personnel are capable of supporting our modeling efforts.

Given the chance to combine a Collaborative Project Delivery Method with a full Building Information Model, we feel that the customer would benefit from a product that would exceed their expectations and eliminate many of the pitfalls that burden the traditional construction process.


Pre-Assembly

The John A. Penney Company has experience with managing and executing projects utilizing Pre-Assembly. The Pre-Assembly method is an integrated design and installation process which simplifies the electrical work on site. This increase in efficiency allows for more work to be performed in the earlier stages of the project thereby reducing the peak manpower requirement resulting in savings of both time and cost.


Integrated Project Delivery Experience

Most of our larger projects have incorporated a collaborative project delivery system into the procurement process. We routinely provide detailed budgets from conceptual drawings, through the schematic and design development phases to provide price checks as the project evolves. These checks allow for the assurance that the design is proceeding within targeted budgets throughout the overall design process. We provide information to help choose less expensive alternatives that meet a design objective that may have more than one acceptable engineering solution.

We have performed these projects under various types of contracts. Some have been completed on a Cost Plus basis with a target GMP. The majority, after the completion of the design, are converted to a traditional lump sum contract with the amount based upon an open book review of a detailed estimate. This estimate will highlight any deviations from the original conceptual budget.
